目標1：4年內大學部同學在「跨領域多元學習」比率由25%提升至80%
Goal 1: Increase "cross-disciplinary individualized learning" from 25% to 80% of all university students within 4 years
目標2 ：提升師生連結，增加每位學生與導師的互動
Goal 2: Strengthen the relationship between teachers and students and provide academic and personal mentorship support for all students
目標3：4年內全校至少90%教師，每年在教學、研究、輔導、服務4個向度上，能為自己擬定超越前1年的年度發展目標，並致力於目標之行動與實踐，以及自我之提升與檢核
Goal 3: Within four years, more than 90% of all faculty members will set annual personal and/or professional development goals in teaching, research, advising, and/or service.
目標4：建立以人為本的研究環境，4年之內設立「清華傑出人才發展基金」
Goal 4: Establish a supportive work environment and the "Tsing Hua Talent Development Fund" within 4 years
目標5：每年統籌及評估目標1-4進度
Goal 5: Facilitate the progress of each goal with administrative enablers
